THE CIA COMPARES AI TO NUCLEAR WEAPONS

On Tuesday the CIA director, in Washington, explained the logic behind the June 12 ban on Fable (restored just days ago). He said the capabilities of these frontier models can be compared to digital nuclear weapons. And he accused America’s rivals of wanting to steal and manipulate American progress.

As you know, nuclear weapons belong to states. When a government calls a model a nuclear weapon, it then treats it like one. Limited access, partners vetted one by one. OpenAI launched its new model the same day, accepting government approval of clients case by case. Licenses… in effect.

In institutional settings, including at the UN, I’ve been saying for years that the most powerful AI must be treated as a security matter, with binding rules and human control over the decisions that count. Now the most powerful government in the world says it too. Think about it.

Unfortunately, the nuclear comparison stops right where it would matter. Nuclear weapons have international treaties signed by everyone. We need international agreements soon, with everyone at the table, and the UN coordinating them.
